The four modules run on one pathway and share one record, but none of them requires the others to be useful on day one. Labs is the assessment engine that produces evidence. Passport is the outcome of that reviewed evidence, not a separate claim layered on top.
Evidence is only worth as much as the process behind it. Wonja publishes how assessments are scored, who reviews them, how records change over time and, just as importantly, where the boundary of a Wonja record sits.
